59 PM PacificThe Organization The City of Coronado is accepting applications for the Senior Human Resources Analyst - Risk Management and SafetyThe Department of Administrative Services is responsible for the divisions of Finance, Human Resources and Risk Management, and Information Technology.
The employees in the department support and reinforce City-wide operations with the goal of developing its most valuable resource - its people.
This goal is jointly accomplished through the preservation of the City's financial resources; the commitment to attract and retain a skilled workforce; and the effective management of the City's information systems.
The Position Are you an experienced risk management/safety professional? Do you desire to work in a team-oriented environment developing programs to support the health and safety of employees and the City? If so, the City of Coronado invites you to apply to be the next Senior Human Resources Analyst for Risk Management and Safety.
The Senior Human Resources Analyst performs advanced professional-level administrative and analytical duties to lead the risk management, safety, and workers' compensation program activities including but not limited to; general liability, property and general insurance administration, worker's compensation, employee safety programming, loss control and loss prevention, Americans with Disability Act (ADA) compliance, industrial disability retirements and interactive process meetings.
The Senior Human Resources Analyst will report to the Human Resources and Risk Manager and will frequently interact with employees and executives within the organization, contracted third-party administrators, and the general public.
This position is an exempt, self-represented, benefit-eligible position.
The ideal candidate for this position will possess:
Demonstrated experience and expertise in risk management, safety, and/or related program development and implementation.
Demonstrated knowledge and direct experience administering risk management, safety, and workers' compensation programs.
A high attention to detail in conjunction with the ability to multitask in the face of competing job priorities.

Examples of duties include:
Administering the City's risk management, safety, and workers' compensation programs including coordinating claims management with the City's third-party administrators (TPA), ensuring accurate and timely completion of appropriate forms and handling of claims; discussing claims with departmental staff and legal counsel as needed to determine the course of action; maintaining related files and documentation; providing timely follow through on status of claims, as well as any remediation or other actions necessary to reduce future claims.
Conducting research, high-level analysis, and formulating recommendations regarding updates in Federal, State, and local laws and regulations pertaining to risk management, safety, and workers' compensation programs; advising management and appropriate departments of changes in laws and regulations.
Developing, implementing, and maintaining city-wide employee safety programs, initiatives, and mandatory training sessions.
Applying and interpreting safety laws and regulations, particularly requirements by the California Occupational Safety and Health Administration (Cal-OSHA).
Providing training to City managers and employees on workers' compensation, ADA, and safety, and overseeing the safety committee.
Developing, implementing, and coordinating the return-to-work program that facilitates the process of returning employees to work, including conducting interactive process meetings.
Conducting research, assessments, and analysis of past experience, illness/injuries, trends, and programs to determine compliance, recommend prevention efforts, and reduce risk.
Ensuring compliance with ADA regulations; working with Departments, managers, and employees to determine necessary modifications and accommodations.
Coordinating Industrial Disability Retirements with injured employees and CalPERS.

Experience:
Four (4) years of increasingly responsible professional, administrative, and analytical work in the Human Resources field.
Public sector Human Resources experience in the areas of recruitment, selection, classification and compensation, benefits, risk management, safety, and labor relations is highly desirable.
Four (4) years of demonstrated experience and expertise in risk management is preferred.
Direct experience in related program development and implementation is preferred.
Education/Training:
Equivalent to a bachelor's degree with major coursework in human resources, public administration, business administration, psychology, or a related field.
Licenses and Certificates:
Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) through the Human Resources Certification Institute, or SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SRM-SCP) through Society of Human Resources Management(SHRM) is desirable.
Associate in Risk Management (ARM), RIMS- Certified Risk Management Professional (RIMS-CRMP), Certified Safety Professional (CSP), or equivalent, is highly desirable.
Examination & Selection Process:
Application Process:
A completed City of Coronado employment application, resume, and cover letter must be received by the Human Resources Division by 11:
50 pm PST on September 1, 2023.
Applications will be reviewed on the basis of relevant education, training, and experience.
Examination Phase:
Applicants who meet minimum qualifications and are considered most qualified will be invited to participate in an oral panel interview (100%) scheduled for the week of September 13, 2023.
Establishment of Eligibility List:
Candidates who successfully complete the examination process will be placed on the eligibility list for a period of at least six (6) months.
Candidates must obtain a 70% or above in all components of the examination to be considered as pass.
Applicants will be notified via email of their eligibility status.
Department Interviews and Presentation:
The top candidates will be invited to a department interview tentatively scheduled for the week of September 18, 2023.
Candidates will be required to prepare a presentation to present to City staff.

Short-Term & Long-Term DisabilityThe City provides short-term disability insurance equal to 66-2/3% of income (up to $1,000/week) after a 14-day waiting period.
The City provides long-term disability insurance with a monthly benefit of up to $5,000 after a 90-day waiting period.
Employees have the option to elect enhanced long-term disability insurance (up to $8,000/month).
Life InsuranceThe City provides group term life insurance and AD&D in an amount equal to $50,000 or one times base annual salary, whichever is greater.
In addition to the basic group life insurance provided by the City, employees may purchase up to $500,000 of supplemental life insurance.
Coverage over $150,000 is subject to approval by the insurance provider.
Employees may also elect supplemental life insurance coverage for their spouse/registered domestic partner and child(ren).
Employee Assistance ProgramThe City provides an Employee Assistance Program (EAP).
The EAP provides confidential evaluation and up to 6 free counseling visits for employees, family members, and anyone residing in the home of an employee.
$2,000 Tuition ReimbursementEach fiscal year $2,000 is available for reimbursement for costs such as tuition, fees, books, and other required materials for approved courses leading to a college degree.
Reimbursement is made upon written verification of satisfactory completion of coursework.
All expenses in excess of $2,000 will roll over to subsequent years and will be reimbursed up to $2,000 per year so long as the employee remains employed with the City.
Student Loan Repayment can be used under this benefit.
Longevity PayBonus at ten (10) years and every five (5) years after.
