You will serve as a Supervisory Financial Management Analyst at COMNAVSURFPAC.

Responsibilities
You will establish, implement and maintain policies set forth in higher echelon directives and regulations and maintain progressive programs designed to meet or exceed Navy policy.
You will collaborate, plan, coordinate and submit the annual Operations and Maintenance Navy budget, midyear review and certified obligation reports for the multiple business lines assigned.
You will monitor current year execution of funds and analyze performance metrics to identify trends and recommend changes.
You will be responsible for developing the annual civilian personnel labor budget for all command business lines.
You will monitor full fiscal year execution of civilian labor resources, full time equivalents and end strength.
You will plan and distribute quarterly and annual funding grants.
You will identify potential labor budget resources or surpluses and plans for redistribution of funds.
You will serve as a supervisor planning work, setting priorities and assigning work tasks to subordinates.

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing budgetary data analyses to provide solutions on issues involving the financial management of programs.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
