Information Technology Manager - [NAVSOC Site Lead]

USSOCOM's mission is to "Provide fully capable Special Operations Forces (SOF) to defend the United States and its interests and synchronize planning for global operations against terrorist networks." The Information Technology Manager NAVSOC Site Lead organizes, directs, and coordinates planning and production of all contractor and subcontractor personnel within the NAVSOC Team. The NAVSOC Site Lead requires a technical background, business acumen and people-management skills. Because they direct the work of other employees, candidates require strong interpersonal and communication abilities. Analytical thinking also is very important, as this position often involves problem resolution and process development. In addition, a strong customer service orientation is a must because the NAVSOC Site Lead often serve as the final escalation point for high-visibility troubleshooting. The position also requires strong leadership skills.
In addition, the NAVSOC Site Lead is responsible for cost, schedule and performance of the Contract Line Items (CLIN) for NAVSOC and must work in concert with the overall Enterprise Program Management team, to ensure priorities are aligned with company and customer objectives. The individual requires strategic thinking and the ability to synchronize priorities across the global enterprise while improving mission operations and customer satisfaction. The NAVSOC Site Lead manages and controls effort and interfaces with Government technical monitors to ensure excellent performance. The NAVSOC Site Lead interacts with Contractor personnel to provide guidance, leadership and direction. The NAVSOC Site Lead proactively identifies and resolves problems in a timely manner, gathers and analyzes information skillfully, and develops alternative solutions. The NAVSOC Site Lead implements and provides guidance related to processes and policies, and oversees Contractor and subcontractor work.
The NAVSOC Site Lead must have a strong understanding of voice and data communications, LAN/WAN equipment and operations, networking and network components and ITIL framework. Candidate must have advanced knowledge of using Microsoft Office Suite (2013/2016) and understanding of the SOCOM mission, protocols and culture.
Typical Duties
Analyzing workflow, delegating projects, and meeting departmental goals
Developing and monitoring performance standards
Implementing and monitoring new projects
Managing the performance of and delegating projects to team members
Overseeing the consolidation of IT services.
Executing project management processes and methodologies within project frameworks to ensure projects are delivered on time, within budget, adhere to high quality standards, and meet customer expectations.
Articulating key critical path activities and understanding the technical requirements, dependencies, and tradeoffs at varying levels of system design (e.g., logical and physical).
Negotiating, writing, and reporting on internal and external service-level agreements
Managing the contractor and subcontractor staff, including the number of staff, hiring and firing decisions, and staff development and mentoring
Working with third party vendors
Managing budget for NAVSOC CLIN ? travel and labor hour allocations
Managing teams of contract support personnel at multiple locations

Articulating key critical path activities and understanding the technical requirements, dependencies, and tradeoffs at varying levels of system design (e.g., logical and physical).
Ensuring proactive engagement in Incident Management process, working with cross-functional teams to minimize the impact of outages
Generating various reports as needed
Demonstrating the right skills in a contextually and environmentally appropriate fashion.
Establishing a steady flow of communication between self, team members and the government through an open-door policy or regular conversations with these individuals.
Using motivational techniques to inspire team members to go the extra mile for the mission
Delegating tasks to staff based on the individual's skill set and availability
Presenting positivity and trustworthiness
Approving timecards, writing employee reviews and other administrative tasks associated with managing employees
Attending on and off-site meetings, sometimes via telephone, video conference or chat
Required Bachelor's Degree from an accredited college or university in an IT-related field. May not substitute experience for education for this position.
Five years experience with the specific types of business systems, hardware and networking services utilized by the Government is required. Demonstrated leadership also is required.
Required Certification: Employment is contingent upon obtaining and/or maintaining required certifications
Project Management Professional (PMP)
Preferred Qualifications:
Preferred Certifications: ITIL v3 Foundations; DOD 8570 IAT Level II or higher
Essential Functions
Work Environment
Work will be performed inside a large facility. Work assignments vary based on client requirements. Position could require some night and weekend work.
Physical Requirements
Sitting at desk. Phone use and PC or laptop. Filing required. May require lifting and carrying boxes of supplies or files up to 25 lbs. Extended periods of sitting while on PC/laptop or phone.
Equipment and Machines
General office equipment, which includes: telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment.
Attendance
Work assignments dependent on requirements by the client. It is important to be able to work at least 8 hours a day for 5 days per week (Monday through Friday).
On-Call or after hours' support may be required
Travel
Continental and Oversees travel may be required. It is important to maintain a current passport.
Other Essential Functions
Candidate must exhibit a professional behavior that promotes teamwork, fosters cooperation, and enhances productivity in the workplace. Must be well organized with the ability to coordinate, prioritize and execute multiple tasks simultaneously in a high-pressure environment. Ability to communicate verbally and in writing to work effectively with a variety of government, military and contractor personnel at all levels. Must be able to interface effectively with individuals at all levels of the organization. Grooming and dress usually business casual, but dependent on client's standards. Must not pose a safety hazard to employees working in the same general area.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
