Industrial Planner and Estimator

Now Hiring Heroe's Inc. is seeking an experienced Industrial Planner and Estimator for a critical opportunity performing Depot Level Maintenance and Modification work at Fleet Readiness Center Southwest (FRCSW) located at NAS North Island, San Diego, CA. o This manager is responsible for the planning and estimating (P&E) associated with maintaining the performance of the industrial equipment of the FRC. This manager analyzes the work to be accomplished and the engineering drawings, sketches, specifications, and/or instructions, if provided, to determine accuracy of information received. Incumbent makes work site inspections to determine and verify material and labor planning requirements. If discrepancies exist in the information furnished, this manager checks with the appropriate FRC POC and together they work out all foreseen problems before proceeding. o Working from engineering plans and specifications furnished, and any revisions that result from work site inspection and consultation with engineers, this manager determines the materials required. Prepares an itemized list of materials for procurement according to job specifications. Researches the National Stock Number (NSN) to ensure that materials required will be available and determines materials to be sourced from outside sources. o While the material procurement process is taking place, this manager plans the physical accomplishment of the job. They coordinate the all members of the team so that all phases of work will be accomplished in proper sequence to ensure a smooth work flow. Checks with the production shops and/or offices where work is to be accomplished for clearance to ensure that the job site will be available when work is to begin. o Upon receipt of all materials and/or equipment this manager prepares work orders for the production shop planner to issue to appropriate FRC shops and for priority scheduling. These instructions identify shops, trade, skills, materials, sequence of operations, estimated manhours, priority, and due date. o This manager works closely with shop supervisors and mechanics on job site while job is in process to ensure that there is a minimum of interruption in the work flow sequence. The P&E makes adjustments in the work sequence as necessary due to changes in work scope or workload unforeseen obstacle that arise, delays in receipt of materials, shifts of manpower due to priority changes, or other related factors. Required knowledge and skills: 1. The Planner & Estimator must have the experience and a good working knowledge of all types of mechanical and electrical/electronic work performed on the industrial equipment. 2. The P&E must have a broad knowledge of the materials utilized in the maintenance and repair of that machinery. 3. The P&E must have a broad knowledge of cost accounting and material procurement procedures. 4. Must have the ability to read blueprints and schematics and to interpret specifications, technical bulletins, and other technical data and have a good knowledge of manufacturing techniques and procedures. 5. Must possess a good knowledge of departmental organization and functions and be able to deal effectively with others. 6. Must be able to work closely with all members of the team in coordinating events with FRC leadership. 7. Must be able to act as the communications focal point between the CDO Project Lead and local Navy FRC leadership. 8. Must be able to provide regular reports in support of requirements to the Navy and work closely with the CDO Project Lead in acquiring, verifying, and reporting on results per contractual requirements. Job requirements: 1. Seven to nine (7-9) years' experience in similar work. 2. Must possess the ability to work independently, without technical guidance, to perform all tasks. 3. Will be familiar with all relevant publications, directives and orders. Required education & added skills: 1. High School Diploma or equivalent. 2. Shall be a U.S. citizen to ensure access to flight line work spaces, restricted areas (RA) and critical information systems via eligibility to attain and maintain a CAC card. 3. Must be able to pass a background check and be eligible to receive a U.S. Government Secret security clearance. 4. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
